Dear Member,
It is with pleasure that I welcome you to the July issue of your IIM newsletter.
After we had another successful month of May, which included a variety of events and activities supporting the “Diversity”, the overall theme of the Information Awareness Month (IAM) 2009.
This year IAM was launched by Minister Faulkner at the National Archives of Australia. In his speech, Minister Faulkner emphasised that “Information management should be seen as integral to the everyday governance framework of Australian Government agencies. To make this happen, we need to ensure that agencies have sound information management capability when making decisions about investment in ICT and assessing their broader business system needs… Agencies must be capable of moving towards a culture of openness where information is generally made available as a matter of course rather than when explicitly required. More effective, holistic management of information across government is a key to realising this outcome.’’ More information on the opening speech follows.
IAM 2009 included many meetings and events organised by IIM, some of which have been produced in cooperation with other organisations under the umbrella of IAM.
After IAM, our focus is back to IIM events. One of the major events this year is organised by the ACT Branch, which is now constricting their efforts on the Annual Conference, scheduled for 7th October in Canberra Rydges Lakeside. The Conference Program Committee has had a fantastic response to the call for papers and this conference already promises to build further on the successes of our previous conferences. The outline of the program is available here. Please note that the Early Bird registration period finishes at the end of this month.
It is now the time for a renewal of our memberships. By now, members should have received their membership subscription for 2009/2010. In setting the fees for 2009/10, the Board has been cognisant of the current financial situation and have set the Early-Bird rate at last years standard membership rate. By paying before the end of August you avoid the increase in fees.
Please also note that if you pay your fees, you continue to receive your copy of Image and Data Manager and to obtain member rates to all IIM events like the Conference in Canberra on the
7th October.

Launch of Information Awareness Month

Ladies and gentlemen, Information Awareness Month, held in May, is a national initiative. The National Archives ensures the accountability of Government to current and future generations through its critical role in identifying, managing and preserving information of enduring national significance. The draft Information Commissioner Bill 2009 and Freedom of Information Amendment (Reform) Bill 2009, have been released for public consultation. Ladies and gentlemen, this is the principle that underpins the government’s approach to information management.
Good information management is about the needs of government agencies, but it is also about the rights of members of the community, both to know that government information is appropriately and securely handled, and to access that information unless there is a clear public interest reason against it.
It is important that Australian Government agencies manage this information digitally from the time of its creation.
Information management should be seen as integral to the everyday governance framework of Australian Government agencies. Acknowledging directly that better management of records in agencies requires improved management of all information in all formats, including new and emerging technologies, the Archives established its Government Information Management Branch in early 2007. More effective, holistic management of information across government is a key to realising this outcome.

While the outcome of the Australian Federal Police investigation into "Utegate" will not be known until July 29, the saga has had the side effect of lifting awareness of email security.
An email that was discussed in hushed tones among the political cognoscenti last week has been thrust into the limelight, and been quickly declared a fake by the Australian Federal Police, although the exact details of the forgery are still to be revealed.
Was it a simple case of a public servant taking advantage of an unoccupied computer while the legitimate user was still logged in? Was the message concocted by spoofing an email account or is it just a dummy printout?
