With the end of the financial year now behind us, I would like to thank those who have renewed their IIM membership for their continued support and, to encourage those that haven't to do so as soon as possible so that you continue to receive the benefits of your membership.

As President of IIM, I would be interested to know if you are finding the newsletters valuable. I have had some positive comments, but of course there is always one (or more?) who claim we do not give them the information they are seeking, are too long or, that they are either not sent often enough or too often. If you have any considered views on this - please let me know.
I am also keen to receive suggestions, links, reviews on other information management happenings or articles, particularly for local events, or from local authors - that anyone may feel that would be of interest to your fellow members. Any contribution can be emailed to iim@iim.org.au.
In May, "The Australian" reported in its article "Standards strained, experts say" reported on the uncertain state of members for the 290 odd technical committees involved with electrical and IT related standards. In the article, Sydney University law lecturer Luke Nottage said there was a growing risk that Standards Australia's committees would be "captured by vested interests" engaged in "rent-seeking".
At this juncture, I would like to acknowledge Judith Ellis and Ling Heang, who have represented IIM on various Standards Committees including IT021 - Electronic Imaging and AS5037 - Knowledge Management - A Guide. It is important that IIM maintains its representation on committees associated with Information Management to ensure they are balanced and represents the interests of our membership.
It is also important that IIM members actively monitor the Department of Human Services - Access Card the Federal Government's planned smart card to replace 17 other cards including the Medicare card.
This is the largest and most public-facing IM/IT project this country has ever seen. It provides an enormous opportunity for the government to use and showcase Australian Information Communication Technology innovation and ingenuity. Minister Joe Hockey has stated that he wants to make sure we get the best advice and proven technology, I hope that he looks to Australian know how first (see media release http://www.acs.org.au/news/090506.htm)
I would like to know who in the IIM would like to become a part of body of experts joining with the Australian Computing Society (ACS) that will follow this project very closely: What I am envisaging with our supporting the ACS is to demonstrate that we have the skills and innovation available in Australia to support this project. The ACS has asked its member:
"I want to have a body of experts available to provide advice to the Government on all aspects of the project, ranging from technical, such as security, to social implications, such as privacy, and whether our advice is solicited or not. If you believe you have the credentials to be part of my select advisory group, please email me with your details.
Right now the Government is off to a great start in terms of its relations with the ACS by providing its most senior official on the project to meet with the whole ACS Council in Canberra.”

Finally, the Australian Financial Review wrote on 18 May; Austrade - "Importing Opportunities" Initiative onAustrade will proactively search for and disseminate new business opportunities back to Australia. Importing Opportunities will enable Australian companies to register the areas in which they specialise and in which they would like to receive information on tenders and new business opportunities identified by Austrade's representatives on the ground in foreign countries. If an opportunity is spotted, an information package will be created and a link to it emailed to all who have registered a relevant interest.
Australia's innovative solutions development capability has not, to-date, had sufficient chance to thrive. keep watching Information Age and either the IIM or ACS website for more about how you could benefit from this exciting initiative.

PRELIMINARY NOTICE
The 2006 Annual IIM ACT Conference is to be held at Rydges on the Lake in Canberra on 24 August 2006.
This conference is the major annual professional development event for information management practitioners and professionals in the ACT. The IIM ACT Branch Annual Conference 2006 "Managing Information Today and Tomorrow" provides a wonderful opportunity for information management professionals to hear from their colleagues, expand horizons and discuss themes related to handling information today and in the future.
The Conference will address current and future issues associated with the capture, integration and dissemination of information. The 2006 Conference aims to embrace the foundations which have been laid in the past, challenge the issues currently facing information professionals whilst showcasing innovation and best practice. We have found that our annual conferences provide a valuable opportunity for the exchange of ideas, experiences and discussions about common problems, issues, approaches and solutions in the management of information.

As part of IIM's affiliation with the Association for Information and Image Management (AIIM), IIM members were invited to participate in AIIM's annual "State of the Industry" survey. Your participation in this survey allows the benchmarking of Australian organisations relative to document and records management practices and priorities in other regions.
Key Findings of this year's survey are:
Key Finding #1: Do Documents Really Matter?Over the past five years end users have moved from a passing and largely tactical interest in the management of documents to considering this a strategic priority.
Key Finding #2: Why Are End Users Looking at ECM Technologies?In thinking about ECM technologies, improving efficiency and productivity is clearly the top business driver across geographies, roles, and organizational size. Moving beyond efficiency and productivity, what drives interest in ECM is largely dependent upon geography, job function, and how many employees are in the organization.
This is particularly true relative to risk-related reasons for considering ECM technologies (compliance, business continuity).
Key Finding #3: What Obstacles Stand in the Way of Implementing ECM Technologies?End users appear to understand "why" they should manage their documents more effectively. The missing link in greatly expanding the adoption rate of ECM technologies is assistance in understanding "how" they should do it.
Key Finding #4: What Projects and Applications Are Under Active Consideration by End Users?Across geographies, there is a great deal of consistency in the types of projects under consideration by end users, with the top three being document control, records management/archiving, and email management. There is clearly a greater interest in process automation as organizational experience with ECM increases, particularly among large organizations, reflecting a clear bridge between ECM and BPM technologies.
Key Finding #5: How Much Do End Users Really Understand Key ECM Standards?Consensus standards development processes (ANSI, ISO)) continue to be important to organizations and fairly well-understood, with a significant drop off in understanding for other organizations. XML, .NET and web service based (SOAP)) standards are best understood by end users, pointing to the emerging importance of SOA (Service Oriented Architecture) and interoperability (as reflected in AIIM's iECM project) as a vehicle to unify business processes.
Key Finding #6: What’s the Bottom Line in Terms of Planned Spending on These Technologies?As reflected in past studies, the market for ECM technologies has divided into two parts:
1) a set of large organization customers with a fair degree of document experience, who are focused on leveraging and integrating their existing (and often substantial) ECM investments and are driven by process improvement and/or compliance concerns; and
2) an ever-increasing number of mid-sized customers who are looking for solutions at a significantly lower price tag and have risk management and business continuity concerns that are much more pressing than those at larger organizations.

AFR Government Technology Summit 2006
