Dear Member,

Welcome to 2007. I hope you all had a good New Year.

This year is one that I look forward to as IIM will be revitalizing the website, looking at what we stand for, and working towards promoting and providing worthwhile learning opportunities for the IM people. IIM believe in the importance of structured personal and professional development for its members. 

One of our aims is to provide opportunities for learning and development. The various state committees are working towards this aim by developing a varied program of events for IIM members and information professionals. The first meeting in WA is on February 28 with Jo Standing discussing how the UK Government has addressed sharing information across agencies using enterprise content management tools.  The first Melbourne event is on February 28th where Jason Kaminski will speak on "Quality of Information: Impacts from ICT". 

Whilst speaking about the various IIM branches, a group of NSW members comprising of Len Asprey (the foundation President and Honorary Life Member of IIM), Peter Goddard (Board Member), Rolf Green and Robin Wall are working on developing a revitalised series of events for 2007 and beyond. More information on NSW will be published in the next Newsletter. IIM strongly believes that we need to move forward by providing programs based on the best information currently available. The IIM newsletter is but one of our means of communicating and IIM looks forward to receiving submissions from others to feature in the IIM newsletter. 

In this newsletter we feature the start of a series of articles written by Steve Neilsen and myself. The primer in this newsletter gives you an analogy of a disco ball to represent the management of Information Management (IM). It speaks about the complexity of IM and shows that over the next 5 IIM newsletters the articles will endeavour to provide a balanced discourse on subjects such as data warehousing, knowledge management etc. 

IIM believes that it is important to keep abreast of developments and their implications in the management of information. IIM looks forward to working with other professional organisations throughout this year to ensure that IIM provides its members with as many ways to develop and gain knowledge in the Information Management field.

Submissions for Aprils IIM news letter closes March 30, but the earlier you make your submission the more likely it is to be published.

Congratulations to the winners of the free passes provided by the ARK Group to their conferences. 
Ms Monica Van Buerle won the free pass to the "Encouraging a Knowledge Sharing Culture in Professional Services" conference and Ms Meriel Corbett-Weir who attended "Search and Retrieval: Improving Information Discovery and Access". Both the lucky winners were from Western Australia.

Terry Gaston

Terry Gaston has been working in the ICT area in WA for more than 25 years, mostly in the  Health , Education, and Justice sectors.

After several years in the Banking industry he moved to the University of Western Australia in 1978 where he 'fell in' to programming at a time when learning "on the job" was the only option. He progressed through analysis and project leadership before entering IT management in 1987 as Manager, Systems Development and Support at the Department of Corrective Services. He also worked at the Ministry of Justice as a strategic information planner.

After moving to the Education sector in 1996 he focussed more on Information Management projects and support, whilst still maintaining a close relationship with IT. 

He worked for several years at the Department of Education and Training managing corporate information such as documents, records and web environments as well as managing the agency's data warehouse for a time.  He also led major cross-agency projects implementing to electronic document and records management.

Terry currently works at Legal Aid WA where he is Manager, Information with end of line responsibility for ICT. Current priorities for him at Legal Aid are ensuring the continued provision of a sound technical infrastructure, the replacement of aging line of business systems, completing the implementation of their ERDMS and working towards an integrated ECM solution to manage its information and knowledge.

Terry's passion is for agencies to manage their information in a more strategic and holistic fashion, utilising the enabling benefits of technology, whilst retaining a focus on optimised processes and investing in people.
 
Information Management - where to now?
The IM spectrum crosses a wide range of subjects and skills. These include the librarian, the record manager, information systems, information technology, databases, data warehouses, data dictionaries, metadata, classification, content management and knowledge management. Information (or data if you like) is an organisational asset, which must be managed. 

Steve Neilsen, Independent Consultant, and; Robine Polach, IIM President, are co-authoring a series of articles on Information Management. These articles will be published with each IIM Newsletter.

On January 16 2007 Australian IT  reported "Grassroots opposition to the federal Government's welfare services access card is building, with campaigners saying Joe Hockey's proposal, despite Government reassurances, is "indistinguishable from a national identity scheme". Full article link

The Australian also discussed the potential backlash in an election year with concerns that the card will become the default proof-of-identity card. Full Article

Government officials have told potential suppliers for the AU$1.1 billion health and social services access card to forget providing "bleeding-edge technology" ahead of the first request for tender early next month. Full article link. 
Last year, the ALRC received Terms of Reference from the Australian Attorney-General for an inquiry into the extent to which the Privacy Act 1988 (Cth) and related laws continue to provide an effective framework for the protection of privacy in Australia.

The Terms of Reference require the ALRC to consider specifically:
·     relevant existing and proposed Commonwealth, State and Territory practices;
·     other recent reviews of the Privacy Act 1988 (Cth);
·     current and emerging international trends in other jurisdictions;
·     any relevant constitutional issue;
·     the need of individuals for privacy protection in an evolving technological environment;
·     the desirability of minimising the regulatory burden on business in this area; and
·      any other related matter.

The ALRC produced an overview of both Issues Papers. Reviewing Australia's Privacy Laws: Is Privacy Passe? was released in December 2006. It summarises the questions and discussion in both Issues Papers 31 and 32.

A more detailed Discussion Paper - which will contain preliminary proposals for reform for community discussion - is planned for release in May 2007.

IIM will continue to update members on the outcomes of this enquiry. For anyone interested there is a Privacy Inquiry Sydney public meeting on Monday, 19 March 2007, 6.00pm - 7.30pm. The meeting is free.

Is Privacy Good Business? Have Your Say
Do privacy laws cost your business time and money? Should employee records be covered by the Privacy Act 1988 (Cth)? Are privacy laws stopping you doing business? Should small business be subject to the same privacy rules as large business? Does your business send personal information overseas? When should your business be able to use personal information collected for one purpose for another purpose, such as direct marketing?
These are some of the questions the Australian Law Reform Commission and the New South Wales Law Reform Commission are considering in their review of Australia's privacy laws.
We would like to hear from small, medium and large businesses and employees about where privacy laws are working well and where they could be improved. As part of the inquiry, the ALRC and the NSWLRC will be making recommendations that take account of how privacy laws contribute to compliance burden.
